Microsoft Visual Studio - most popular for Windows users - I personally do not like it (and you probably will waste some time before compiling and running your first app) - but it is very good and professional instrument
I used it 15 years ago and even then there were better choices. However you are correct - it is well outdated. If you are beginner in C, then Turbo C will do you no harm - it has nice debugging features and good built-in help - both suitable for novice' needs.
